States are currently debating the substance and form of an international agreement to improve the financing and coordination of research and development (R&D) for health products that meet the needs of developing countries. In addition to considering the content of any possible legal or political agreement, states must reflect on the range of implementation mechanisms available to bring any agreement into effect.

Broad sharing of research data is expected to accelerate research, foster its integrity and increase accountability. Although clinical trials research has been slow to adopt the culture of data transparency, there is a growing tendency for sharing of research data by all involved stakeholders, encouraged by the opportunities offered by the Internet and electronic record keeping.
